Indonesia Investment Coordinating Board (BKPM) offer multifunctional satellite government-owned project worth Rp 7,7 trillion

Indonesia Investment Coordinating Board (BKPM) in collaboration with the Ministry of Communications and Informatics (Kominfo) last weekend organizes pre-market sounding (offers) the Government cooperation projects of the Cooperation of Government and Business Entities (KPBU) for multifunction satellite government-owned worth Rp7,7 trillion (USD 540 million).

In a press release on Wednesday, Kominfo through Telecommunication and the Telecommunication and Information Technology Financing Management and Provider Agency (BP3TI) plans to conduct procurement a multifunctional satellite government-owned with latest technology i.e. High Throughput Satellite.

The project will be developed with the return on investment comes from Availability Payment (AP) and given the Government Guarantee.

Deputy of Capital Investment Planning BKPM, Tamba Parulian Hutapea said the pre-market sounding activities aimed not only to provide information to potential investors about the existence of the project, but also get input from prospective investors about investment models are offered, and then become the material for pre-feasibility study. 

"After getting general information on the project presentation session, then the participants who are interested can perform more technical discussions with representatives from BP3TI of Kominfo as person in charge of the project and accompanied by a representative from KPBU on a project consultation session, "he said.

There are approximately 100 investors engaged in the VSAT companies, satellite companies, telecommunication operators, financial institutions and the associated consultant who was invited in the bidding activities.

Some companies are present and interested in, among others, Arianespace, Aerospace Industrial Development, Taiwan Aerospace Long March International Trade co. Ltd, Thales Indonesia, Anhui Sun Create Electronics Co., Ltd., PT Selindo Alpha, PT Iroda partners, PT Pacific Satellite Nusantara, SES Network, PT Damai Persada Investama, China Telecom, PT Telekomunikasi Indonesia, PT Indosat Tbk, Telkomtelstra, Deloitte, PwC, the Bank of China, Credit Agricole CIB, Citibank, China Export and Credit Insurance Corporation ( Sinosure) and representatives of the military attaché of trade from the United States, France and Russia.

Acting Deputy Director General for Spectrum Policy and Planning Kominfo, Denny Setiawan explained Indonesia already use satellites for communication since the year 1967 and continued to broadcast in 1974.

Earlier, ministries/agencies using data services from state-owned enterprises and private enterprises for communication. However, the communication services they provided have restriction in the form of range where it is not able to serve remote areas.

With a population of more than 17,000 islands, Indonesia cannot just rely on fiber optics. With increasing needs of government agencies, access to existing data do not meet the basic service, so the current broadband service is required (broadband).

For that the satellite will provide digital services in the sectors of education, health, police, defence and security, and governance.

In the framework of the implementation of the Universal Service Obligation (USO), Kominfo intends to provide access to broadband communication in the USO territories that are not yet served and not affordable by the terrestrial broadband service.

BP3TI have done identification of service needs from government service points that require a broadband connection such as in the sectors of education, health, police, defence and security and governance.

In that pre-market sounding, attended the Ministry of National Development Planning (Bappenas) represents the KPBU Shared Office that convey the information related to the KPBU schemes, support and guarantee of the Government, as well as the availability of services to the KPBU project.

KPBU Shared Office which was formed in February 2017 consists of the Coordinating Ministry for Economic Affairs, Ministry of Finance, the Ministry of Internal Affairs, Ministry of National Development Planning/Bappenas, BKPM, the Government Procurement of Goods and Services Agency (LKPP) and PT Penjaminan Infrastruktur Indonesia (Persero).
